Security Solution Consultants (SSC) are cyber security consultants for Lusaka and Copperbelt organisations that need to meet Zambia’s Data Protection Act 2021, the Cyber Security Act 2025, the Bank of Zambia’s cyber risk guidelines, ISO 27001, PCI DSS and ISO 45001. We work with mining companies, banks, mobile money and payment providers, healthcare organisations and government suppliers, combining practical GRC consulting with GRCLens, our own GRC platform.

Zambia rewrote its cyber laws in 2025, and the deadlines are already running.

Why Zambian organisations are acting now

  • The Cyber Security Act and the Cyber Crimes Act of 2025 commenced on 12 May 2025 and created the Zambia Cyber Security Agency, which swore in 15 officials in April 2026.
  • Every data controller and processor had to register with the Office of the Data Protection Commissioner by 30 April 2025.
  • Mobile money carried K891.6 billion across 4.9 billion transactions in 2025, through about 17 million active wallets, and Zambian police recorded 1,124 online and mobile money fraud cases with K38.9 million in losses in 2023 and 2024.
  • Copper output reached 890,346 tonnes in 2025, and the government is targeting 3 million tonnes by 2031, with new and expanding mines that run on connected control systems.

Copper mining: safety and operational technology

Safety officers reviewing a tablet above a terraced open-pit copper mine on the Zambian Copperbelt at sunrise, representing ISO 45001 and operational security for Zambian copper mines
Expansion on the Copperbelt brings more connected plant and more people on site.

Twenty people died in Zambian mining accidents in 2025, up from 12 the year before, while billion dollar expansions at Kansanshi, Lumwana and Mingomba bring new plant, contractors and control systems. Mining is a critical sector under the Cyber Security Act, so large operations should expect critical information infrastructure duties alongside their safety obligations. From January 2026, local content rules also require a share of mining procurement to go to Zambian companies.

  • ISO 45001 gap assessments, hazard identification and risk assessment, and certification readiness. ZABS Certification Services is SADCAS accredited for ISO 45001.
  • OT security for processing plants, smelters, dewatering and fleet systems, using IEC 62443 zones and conduits.
  • Critical information infrastructure readiness: asset registers, the annual cyber audit and the 12 hour preliminary incident report.

Data protection and data localisation

An engineer inspecting illuminated server racks in a Lusaka data centre, representing keeping sensitive personal data hosted in Zambia
Sensitive personal data, including health data, must be stored in Zambia.

Zambia’s Data Protection Act requires personal data to be processed and stored in Zambia unless the Minister prescribes otherwise, and sensitive personal data such as health information must stay in the country. Breaches go to the Data Protection Commissioner within 24 hours, every controller and processor needs a data protection officer, and processing must be audited each year by the Commissioner or a licensed data auditor. Penalties for breaching the processing principles reach 2% of annual turnover.

We map where your data is held, plan hosting and cloud arrangements around the localisation rules, appoint and support your data protection officer, and prepare you for the annual audit.

Banks, mobile money and payment security

Three in four Zambian adults now use mobile money.

The Bank of Zambia’s 2023 guidelines expect board oversight, an independent CISO and an annual security maturity assessment, and payment service providers must also meet cyber resilience rules under the National Payment Systems Act. The Bank of Zambia itself refused to pay a ransom after a 2022 ransomware attack, a reminder that recovery planning matters as much as prevention. We run maturity assessments against the guidelines, PCI DSS scoping and readiness, and incident response planning. See our cyber security maturity assessments and PCI DSS compliance advisory.

ISO 27001, healthcare and AI governance

  • ISO 27001: the Cyber Security Act defines a cyber audit as an information security management system assessment plus penetration and vulnerability testing, so an ISO 27001 ISMS gives you a ready framework. See our ISO 27001 implementation.
  • Healthcare: with SmartCare Pro connecting more than 2,000 health facilities, hospitals and health programmes hold large volumes of sensitive data that must stay in Zambia.
  • AI governance: Zambia’s National AI Strategy 2024 to 2026 names mining and health as priority sectors. Our ISO 42001 consulting keeps AI use accountable.

GRCLens: one platform to run your GRC function

Consulting gets you compliant. GRCLens, the governance, risk and compliance platform we built and use on every engagement, keeps you compliant. It orchestrates your regulatory and legislative compliance in one place, so your risk, compliance and audit teams work from the same controls, evidence and numbers.

The GRCLens board view: compliance trend, open gaps, critical risks and posture by requirement.
  • Local law and international standards side by side. the Data Protection Act 2021 sit in GRCLens next to ISO/IEC 27001, ISO/IEC 42001, ISO 45001, ISO 22000, PCI DSS, SOC 2 and IEC 62443, each with its own requirement catalogue.
  • Map once, comply many times. A shared control model reuses one piece of evidence against every obligation it satisfies, instead of collecting it again for each regulator.
  • Assurance built in. Every local framework carries an Assurance domain for audits, reviews and control monitoring, so you can show controls work, not just that they are documented.
  • Risks, indicators and suppliers. A risk register with key risk indicators traced to appetite, follow-up actions with owners and dates, and third-party assessments with vendor scores.
  • Board ready. Dashboards show the compliance trajectory, open gaps and critical risks, with an AI executive briefing and PDF and Word reports for the board and the regulator.
  • Hosted where your data must stay. GRCLens can run on premises in your own data centre or in a cloud region you choose. Hosting in Zambia keeps your compliance records on the right side of the data localisation rules.

How we work with organisations in Lusaka

  • Remote first, on site when it matters. Our consultants run gap assessments, policy work, risk workshops and evidence reviews remotely, and we work with a local partner firm for on-site walkthroughs, interviews, audits and plant visits in Lusaka.
  • One programme, many obligations. We map your controls once and reuse the evidence across local law, ISO standards, PCI DSS and your customers’ security questionnaires, instead of running a separate project for each.
  • Consulting and platform together. We configure GRCLens with your obligations, controls and evidence during the engagement, so your own team runs the programme after we hand over, with our consultants on call for audits and regulatory change.
  • Fixed scope, fixed quote. After a short scoping call you receive a written scope, timeline and price.

The Cyber Security Act requires penetration testing, vulnerability assessments, security operations and cyber audits in Zambia to be performed by providers licensed by the Zambia Cyber Security Agency. We deliver governance, risk and compliance work directly, and arrange licensed testing and audit services through our local partner.

We also support organisations in Johannesburg, Cape Town, Nairobi and Harare.

Frequently asked questions

Yes. The Data Protection Act requires data controllers and processors to register, and the registration deadline for existing organisations was 30 April 2025. Processing personal data without registration is an offence.

GRCLens is the governance, risk and compliance platform we built and use on every engagement. It holds your obligations, controls, evidence, risks and board reporting in one place. Many clients keep using it after the project to run their compliance programme, but our consulting does not depend on it.

A data controller must notify the Data Protection Commissioner within 24 hours of a breach. Owners of critical information infrastructure must also notify the Zambia Cyber Security Agency immediately and file a preliminary report within 12 hours under the Cyber Security Act 2025.

Only within the limits the Act and the Minister allow. Sensitive personal data, including health data, must be stored in Zambia, so cloud and hosting choices need to be checked against the localisation rules before data moves.

Licensed activities such as penetration testing, security operations and cyber audits are arranged through our licensed local partner. Our own work covers governance, risk, compliance, policy, training and certification readiness.

Yes. We plan the ISO 45001 programme and the operational technology security assessment together, sharing governance, document control and internal audit.
